Why does a search on IEG 6 fail on Directgov?

And why is this search so inconsistent across local authority websites? About 50% so far produce the goods immediately - there is a search box at the top of the page and typing in IEG 6 brings the relevant information very quickly. In at least one council website so far I cannot find a search box. Of the rest, the search engine fails to deliver.
