Given the billions of pounds spent on e-government and public sector IT, can anyone explain to me why there is no email convention or standard for local authority email accounts?

Some variations include:

j.smith@council.gov.uk
jennysmith@council.gov.uk
smithj@council.gov.uk
jsmith@council.gov.uk
john.smith@council.gov.uk

and on and on and on….
