I get the feeling that it’s becoming bad netiquette to email people about work issues outside office hours.

Early in the morning is good (well not too early, some time after 7am maybe). But not Saturdays, definitely not Sundays. There’s a twilight zone between 6pm and 7pm during the week when it might be ok, depending on what it’s about.
